Business created by the state government because local government's function so poorly that they are completely uninsurable. Only role is to deny claims after the local government destroys a home's value and saddles the owner with thousands of dollars in cleanup costs. They keep their money, local governments get away with taking no responsibility. Do nothings that are simply given the power to screw over the citizens of ND.
