they’ve been working in an empty plot behind my house. there grinding up rocks or something and rocks are flying over to my house and broke windows and damaged the exterior.

This contractor has been working around our house in Everett all summer. They have thrown their trash in and around my yard, and have had very little respect for our property. They left broken sewer pipes in our driveway that my kids could have stepped on. They threatened to tow my car that was parked on a public street since they blocked access to my driveway. I didn't get much choice about having to deal with them since they were doing a public works department near my house, but if I were a public works manager I'd strongly consider hiring a more professional crew - especially if your community is politically active.
